  • ATTENTION: All Pilots    Effective September 30, 2010

    The FAA (nationally) will be using different phraseology to instruct an aircraft to taxi onto the runway and hold, awaiting takeoff clearance.

    OLD Phraseology: "N12345, DEER VALLEY TOWER, RUNWAY SEVEN RIGHT, POSITION AND HOLD" - This authorized an aircraft to taxi onto runway 7R, and wait for a takeoff clearance.

    NEW Phraseology: "N12345, DEER VALLEY TOWER, RUNWAY SEVEN RIGHT, LINE UP AND WAIT". - This authorizes an aircraft to taxi onto runway 7R, and wait for a takeoff clearance.

    This new phraseology mirrors the phraseology in use by other countries that use ICAO rules.

    NOTE: The phraseology used by a controller to tell airborne aircraft that another aircraft is "HOLDING IN POSITION" does not change. Also, when an aircraft is holding on the runway, and the tower issues an amended clearance, but does not clear the aircraft for takeoff, the phraseology "HOLD IN POSITION" does not change.

  • The US Army is asking for assistance in increasing awareness of the status of Restricted Area R2310 north of Florence Arizona.   
    In addition to the area being used for live fire munitions training, the airspace is increasingly being used for Unmanned Aerial Vehicle (UAV) training. The UAVs in this area are not the Predator class type aircraft you may be familiar with but various smaller models used for tactical purposes in remote theatres of operation. As many of you know, the use of UAVs are increasing in the National Airspace System. R2310 is being scheduled much more than it has been historically in order to support this training.

    There have been several events recently in which GA aircraft have encroached on the restricted area, particularly near the launch and recovery area. Recently a UAV operating within R2310 came within several hundred feet of a GA aircraft operating within the restricted area when it was NOTAMed active.

    In conversation with the Army representative, it was determined that the launch and recovery area is located at the extreme southwest corner of R2310 north of Florence. Though the UAV is cleared to operate out of sight within the entire Restricted Area as NOTAMed, visual confirmation of R2310 incursions by GA aircraft where observed there. It is important to note that there is no buffer on the airspace and the UAV may operate up to its lateral and vertical limits.

  • Sign Up Now to Receive Electronic Notification of Airworthiness Directives
    Starting March 1, 2010, FAA will no longer mail paper copies of Airworthiness Directives to aircraft owners and operators. You can sign up to receive this information electronically. If you have not already done so, go to rgl.faa.gov and sign up to receive electronic copies of Airworthiness Directives (AD) and Special Airworthiness Information Bulletins (SAIB). You can sign up by aircraft type as well as engine and propeller type. "This is an efficient and much faster way for you to receive important safety information" explains Jennifer Fleming, FAA Information Program Manager.

  • NEXTGEN & PHX TRACON - The FAA NEXTGEN program is coming to PHX TRACON. Efforts have begun to install equipment to support ADS-B. Also an ADS-B antenna has been installed at FFZ. PHX TRACON will be in the forefront of installations in the lower 48 states. The district has volunteered for early installation of all advanced equipment. One factor that may facilitate this process and development is the Prescott sector for Northern Arizona as Emery Riddle’s fleet is already equipped for ADS-B. Before we know it, ADS-B will be here.

  • LUKE SATR - to go into operation on May 6, 2010   FFZ TPA
    The "Special Air Traffic Rules" also called SATR is quickly coming to Luke AFB. This new airspace was the subject of many presentations and public feedback several years ago (circa 2006) and is now finally being implemented. (A background summary from the Federal Register and a chart depicting the airspace boundaries can be viewed by clicking this item.) In a few words, this airspace will exist whenever LUKE AFB is in operation and will require VFR operations to establish two-way radio communication with the Luke RAPCON prior to entering the Luke SATR area and maintain communication while operating in the area, much like a Class "C" airspace. The new airspace is planned to go into operation on May 6, 2010. The airspace will be on the Sectional map being updated in the same time period. DVPA is closely working with Luke and DVT Tower people to aid in educating and informing DVT pilots of the new airspace, procedures, protocol, etc.

  • Paper Airman Certificates No Longer Valid After March 31st - New Plastic Certificate Will Take It's Place
    A little less than two years ago, the FAA announced that it would be replacing all paper airman certificates with plastic certificate that will be much more difficult to counterfeit. The deadline for replacing that certificate is approaching fast.

    The changes were made in response to concerns raised in the FAA Drug Enforcement Assistance Act. The purpose of this rule is to upgrade the quality of data and documents to assist federal, state, and local agencies to enforce the nation's drug laws.

    The FAA reminds pilots that they will not be able to exercise flying privileges using an old paper certificate after March 31st, 2010, except for a temporary certificate issued under 61.17 or a student pilot certificate issued under paragraph (b) of CFR 61.19 (h).

    There are two ways to replace an airmen certificate. You can request a replacement certificate online, which requires that you register with Online Services. Or you can mail an Application for Replacement of Lost, Destroyed, or Paper Airman Certificate form OR a signed, written request stating your:

    • Name
    • Date and place of birth
    • Social security number and/or certificate number
    • The reason you need a replacement

    You must include a check or money order for $2, made payable to FAA, for each certificate you request.

  • Luke Special Air Traffic Rules (SATR)

  • English Proficiency Endorsement deadline delayed a year to 5Mar2010. This endorsement will be required for flight outside US borders.
